I think the lack of super powers makes them even better, as they have to be resourceful to keep pace with the super heros who have super powers

I think it's not just whether you have superpowers, it's how effective you are at crime fighting/ass kicking

by that rationale, any person could be batman, if they put on the suit and utility belt (and had sufficient funding)

there's more to it than that

not even anyone could be robin and he's nominally a superhero

better argument would be that anyone could be Iron Man, just takes some time learning how to use the suit

Any person with money and training could be batman. At no point does Bruce Wayne do anything super hero-y without his suit/gear on or around him. Bruce Wayne naked is not nearly as powerful as Bruce Wayne as Batman. Strong? Yes. A superhero? No way.

The fact that Iron Man is surviving only because of a reactor that gives him power, makes him beyond a normal human. Super hero naked? Perhaps. He is definitely beyond just a human though.

Maybe the problem is we need to define a superhero. Are you considering a superhero to be just a really super human being? Just a really great person that does things for the public to be a good person? Or are you considering a superhero someone that has superhuman powers?

While I am in no way trying to dispute the fact that he is a brilliant man and really strong, he still does not hold any superpowers.
